Friends Of Jawbone Meeting Minutes Friends of Jawbone meeting 1/21/04 9 a.m. The meeting was called to order at 9:03 A.M. by President Ed Waldheim. People present introduced themselves and were welcomed. Those present were: Don Bennett (Pacific Crest Trail Association), Don Maben (Kern County Supervisor ) Ed Waldheim and Paul Kober (CORVA) Francis Moore, Jeff Dumas and Lee Walters (Kern County Sheriff Department), Ron Lewis and Craig Beck (BLM), Sue Bouche and Ed Lucio (Search and Rescue), Fred Watkins (Friends of Jawbone member), Keith Axelson (Sagelan Ranch), Jack Craig (California City Police Department), Marcia Omo (Honda), Margaret Harris (Jawbone Station staff), Carl Bachler and Curtis Schatz (Motorsport Rentals), Erika and Bob Sosenik (Friends of Jawbone members, Jawbone Station staff and volunteer), Robin Mallow (Jawbone Station Staff), and James Welling (Supervisor Don Maben’s office). Minutes of the previous meting were approved as printed and sent out. Treasurer’s report: Ed reported that for the year 2003 there was total income in the amount of $102,311.00 and total disbursements of $101,549.00 for a net gain of $762.00.The checking account has a balance of $53,575.00 (and that includes the $35,00.00 for Sperry Wash) and there is $100.00 in petty cash. $58,000.00 was spent on payroll. Vice President’s Report: Paul Kober reported that correspondence was received from Bill Bishop inquiring as to the status of the Josie Bishop flyer. The answer to this is that it is in the hands of the minerals department to check for proper wording. The finalized flyer should be ready for the February FOJ meeting. Correspondence was also received from Jerry Counts requesting trail maintenance on SC102. Craig said he would pass this message on to Randy and his crew. Ed announced that there will be a meeting tomorrow night of the Kern County Parks and Recreation Commission. They will be discussing OHV grants. Ed discussed a handout from the Maturango Museum concerning some of their upcoming tours. He suggested that Friends of Jawbone join the Maturango Museum and ask Maturango Museum to join Friends of Jawbone. The general consensus was that we should follow Ed’s suggestion. Pictures of the “animal proof” trash bins were shown by Ed. It was decided to have Ed look into the cost and availability of these bins. The problem of illegal dumping was discussed. Don Maben suggested turning the names of illegal “dumpsters” over to the Kern County Resource Committee-Code Compliance. They will go after violators. RTP grants from last year are still in the works. Proper wording for the signage has been received. The Outreach Program is still in need of some shorter easels. It was decided that Craig Beck will go shopping with Bob Sosenik to get the materials needed and Bob will make them. The possibility of using a billboard to educate the public about using the public lands was discussed. It will be looked into as far as availability and cost. The December issue of the Friends of Jawbone newsletter was praised by Ed and thank you was issued to the staff. There was some discussion concerning a rather irate e-mail from someone complaining about people getting cited for riding motorcycles in the area south of Tehachapi to west of Rosamond . That area is not well defined on our map and probably should be. The public land in that area is quite checkerboarded. We need to up date the roads in that area. Sue said she would help with the mapping. The Sheriff Department reported two major deployments since November 10 (Thanksgiving weekend and New Year’s weekend). They have already exceeded the total number of citations from last year for OHV violations. They had a question about a child riding on the gas tank of a motorcycle and THAT is a violation of the motor vehicle code. The deputies were thanked for being there. The next big weekend is President’s Day Weekend and it is hoped that the airship will be up that weekend (February 14,15,16). Jack Craig stated that they are trying to get more people patrolling the area around California City. There has been an increase in accidents. Borax Bill Park is becoming more and more popular. The free dump station has been known to have waiting lines that back up into traffic lanes. They are thinking of widening the access road and adding a second dump station. Even though the dump station is free, a donation box is there to accept donations. The donation box has been burglarized, however. Ron Lewis reported that the Rand Mountain routes are being signed and hay bales are being put in place. Armando Hernandez will be the Rand Ranger. He will go to law enforcement training school in June. Ron also reported that there have been a significant number of fence cuts in the Rand area and many citations have been issued. He is hoping to get a couple of extra Rangers for our area for President’s Day weekend. Francis Moore stated he felt that we are going to be getting more complaints due to the additional patrols. He estimated that maybe 1-2% of the complaints might be substantiated and the rest are just people who want or need to vent (more people=more incidents=more trouble=more citations=more complaints). There was some discussion about the number of air evacuations from the area. Craig Beck reported that the Hot Shot crew of two people is working 4 days per week maintaining routes. They have completed ¼ to ½ of the Jawbone area. A restoration crew will start work in February in the Bird Springs area. They will be working on the wilderness area interface with the motorcycle use areas. Ed requested a chart of sorts showing what has been done. Don Bennett reported that he has been working on making the trails safer with signing and through the use of hay bales. Ed presented an explanation of the OHV Budget by California BLM, USFS California, and Local Agencies. The facts and figures were discussed. Craig presented pictures of the Burro Schmidt Tunnel and proposed the site as a project for cleanup for Moose Anderson Days. After some discussion, it was decided that the Burro Schmidt Tunnel site would be used for Moose Anderson Days cleanup. Also trail maintenance on SC102 and the PCT area were discussed and decided upon as target sites for Moose Anderson Days. The Ridgecrest Steering Committee meets tomorrow night. Signing in the El Pasos is on the agenda. Ed spoke about his tour of the Rands with newspaper reporters from the New York Times and the resulting article in the paper. It was announced that the expansion of Red Rock Canyon State Park is on hold for now. Moose Anderson Days It was reported that plans are going well and we were reminded to all take tickets to sell for the drawing for a Honda generator. Robin displayed the Mr. Bob postcard strips that are selling for $1.34 ($1.25 per strip plus .09 cents tax). Robin also called for anyone who has connections with Coke or Pepsi or Frito Lay to see if we can get food and/or drink donations for Moose Anderson Days. A summary report for Jawbone Station for the year 2003 was presented. The station was open for 365 days and greeted 13, 762 visitors. The West Mojave Plan is still being worked on. There will be an open to the public OHV 2005 Grant hearing in Sacramento on February 21, 2004. There are also grant hearings in Southern California on September 1, 2004 and in Northern California on August 18, 2004. There will be an amnesty Sound Testing day at Jawbone Station on Saturday January 24. The Gatekeeper program was explained as a way to keep people out of closed areas especially on long weekends. If anyone has a desire to help with this project, contact the Ridgecrest Field Office. There was some concern expressed about the completeness of the janitorial service at Jawbone Station. The bookstore at Jawbone Station will remain in the hands of PLIA at this time. There are no changes planned. However, some complaints have been aired about the current stock. Carl and Curtis reported that they are renting motorcycles and quads from a portable trailer down at Jawbone Store. They are open Friday through Monday. They also have equipment and accessories for sale. 16 more boxes of maps were brought into the station today. There was some discussion about the next edition of the map. Grant money is still in question. It was suggested that some information in the form of signs or a kiosk be placed down at Motorsport Rentals. Customers and visitors need to be reminded to STAY ON THE MARKED TRAILS. Carl and Curtis mentioned that they hoped to hold some guided motorcycle/quad tours for the area. They were reminded that this type of enterprise requires a special use permit from BLM. There was some discussion about the need for volunteers to fill out an official BLM volunteer form and get it signed by the appropriate BLM employee. There was a reminder to sell raffle tickets for Moose Anderson Days and to fill out the registration form for Moose Anderson Days. The meeting was adjourned at 11:20 A.M. Respectfully
