Friends Of Jawbone Meeting Minutes Friends of Jawbone meeting 5/19/04 9 a.m. The meeting was called to order by president Ed Waldheim at 9:00 a.m. Members and guests present introduced themselves. Marcia Omo of Honda
discussed the 7K run which was held last weekend.
Tom Halloran of our SCA crew won first place in the race.
There were 45 participants and approximately eleven hundred dollars was
raised for charity. Ed Waldheim noted
that Moose Anderson Days will be held on April 30 and May 1, 2005.
El Mirage Days will be held the following weekend.
Avoiding conflict between the Honda race and and Moose Anderson Days was
also discussed. The minutes of the
previous meeting were accepted as written.
Treasurer’s
report was discussed. Moose
Anderson Days suffered a $364.72 loss this year.
Craig Beck was commended for his efforts to get donations of water,
tables, etc. Rick Fisher will take the Sperry Wash money out of the
general fund and put it into a savings account so that the financial statement
will give us a better picture of the actual funds available.
We need to do inventory of the Jawbone items in the store to better show
the actual funds. Vice President’s
report: Paul said Rick Fisher
requested a note stating who the newly elected officers are for bank purposes.
At the recent trade show more than 800 maps were sold. The monies were turned in to Jawbone station.
Law enforcement was explained to the people at the show and the
public’s opinion was overwhelmingly in favor of Jawbone’s functions. Ed Waldheim noted
that Paul Condon died in his sleep recently. Ed noted that we
were part of the Keep America Beautiful and Margaret is to fill out the form and
send it in so we will be included. Ed read a note from
Greg Matson of the State Park. He
wants to attend the meetings, but could not attend this one.
He will be sent a letter stating the time and date of the meeting and
assuring him he will be welcome. Ed asked whether
thank you letters have been sent. Robin
is on vacation and Margaret doesn’t know if they were done.
Ed said we need to get out letters to all the sponsors.
We also need to send a thank you to O’Neal Products for their help in
the poker run. The problem of
ravens dumpster dipping in California City and spreading the trash.
There is a code enforcement in California City.
They need to be contacted. There is too much
trash in California City and along Neuralia Road.
Ed said someone
asked if there is a possibility of lifetime membership in Friends of Jawbone.
The membership form was discussed. Marcia
Omo suggested we put a price on lifetime memberships and vote it in.
No motion was made so no vote was taken. Ed noted they are
working on the Bakersfield project. It
looks like the Wofford Ranch was sold to someone else, so they are still looking
for an OHV site in Bakersfield.
As for the Rudnick
ranch project, Ed has sent a note to the Rudnicks stating if they don’t accept
the offer to sell the entire ranch, the monies will be returned to the
commission and there will be no sale. Ed
hopes the family will accept the offer and the ranch can still be complete and
called the Rudnick ranch. He ha had
no response. Keith Axelson asked
when the letter was sent. Ed said
it went out about a month ago and there has been no response. Jim Welling noted
that trash fees may be raised. Ed
noted that people will dump on public lands if the cities keep raising fees.
Jim Welling said they have land fills but people don’t adhere to the
dumping schedules. Jim said they
had a cleanup in Mojave and they separated the trash from the recyclables.
Moose Anderson trash was discussed.
Ed asked Jim Welling and Craig Peterson to do anything they could
regarding the trash/recyclable problem. Ed
asked if there is a list of sites and hours of operation in Kern county.
Craig noted that Ridgecrest is open 8:00 to 4:00 seven days a week.
Paul noted they did separate the recyclables at Burro Schmidt camp. Craig Beck reported
on Moose Anderson days. Approximately
thirteen tons of trash was cleaned up. 193
people signed in. Eleven tons
were from Burro Schmidt camp. There
were 75 – 100 people at Burro Schmidt alone.
BLM has sent letters of thanks to the water company and United Rentals,
but Craig suggested the Friends of Jawbone send letters also. Tom Halloran noted that they have been to both Burro
Schmidt tunnel and Dove Springs and they look much cleaner. Jim Welling said he
has received three telephone calls asking why the BLM hired an antiquities
dealer from the East Coast to come in and remove the antiques.
No such person was hired. Craig
Beck noted that the executrix removed what she wanted. Paul Kober noted
his concern that things were being removed while the “caretaker” was still
there. He said he asked BLM to tape off the cabins during the
cleanup and he wished to thank BLM for doing this and noted that no one crossed
the tape. Paul said he was happy
the Student Conservation Crew was able to attend and see that good things are
happening in the desert. Paul
also thanked Search and Rescue for stepping up and taking charge of the poker
run. Erika suggested that there are
people who don’t know what a poker run is and said it would be good if we
could print up something explaining this to people.
Ed said we should thank Erin Dyer for the donation of the trophies.
Marcia Omo said she
will contact the engraving company to see if they will donate three trophies for
next year. She also suggested for people who have nothing to ride
we should have “standing poker hands” where the person can just purchase
five cards in an envelope. Marcia Omo asked
whether there is someone up at Burro Schmidt’s tunnel.
Craig Beck noted that it is still private property and therefore the BLM
cannot forbid people from going there. The
yellow tape is still around the cabins and people seem to be obeying this. Craig Peterson
noted that the government is taking $68,000,000 from the county.
The governor has worked out a deal to take monies from the counties to
attempt to balance the state budge. Craig
said they are going to have to lay off people and services will suffer greatly.
Craig said we have a veterans service, a recreation and parks budget.
They are looking at raising golf fees, etc.
He feels everyone is going to have to raise fees to survive.
Craig said that some fees are being raised from around four hundred
dollars to more than seventeen hundred dollars.
The bottom line is that we’re going to lay people off, Camp Owen at
Lake Isabella will probably close. The
state has mandated more than two million dollars that we have to fund.
He said we will lose eighteen million dollars this year.
Ed asked how this affects the Friends of Jawbone grants.
Craig said the Board of Trade money may go away.
Craig assured us we
will get the $5,000 grant and the money for the lights.
Craig said the green sticker monies will stay because they have to use it
for what is earmarked for. Ed asked about the
in lieu moneys. Craig said that is
earmarked and must be used for off-highway purposes only.
Ed noted that the
county still gets Pelt monies (money in lieu of taxes.)
Craig said it is based on population and there is a maximum amount.
Ed asked about the money for the new park in Bakersfield.
The Commission has set aside two million and hope to procure more monies
for the park. Ed noted that
“this is life. We assume the
moneys are there and they disappear.” Craig Petersen
noted Ridgecrest is going to suffer losses also. Ed asked about the
dual designation of particular stretches of roads.
Craig said they have photos, have sent them in, and procedures will be
started to make the roads dual purpose. There
are still restrictions on dual purpose roads, including insurance, etc.
Jim Welling noted that today is the law enforcement training day and
that’s why they are not in attendance. Ed said Mary Lou
Priest called him about Sequoia National Forest.
He told her what he knows. He
and Paul Kober and Rich Farrington will tour the Sequoia area out of Lake
Isabella and see what the situation is up there.
Ed noted that Senator Knight has passed away.
Jim Welling said his staff will run things until November and there will
be an election. Craig Beck noted
that NEMO route designation is out on the web.
You can get to it either by Barstow or District sites.
Craig has maps for the Ridgecrest area.
There are some alternatives, one of which will carry on the earlier
designation and others would take away or add routes.
The proposed action is basically a combination of the enhanced resource
protection and will add or take away routes as needed.
Craig explained where the Northeast Mojave area is.
He explained that environmental assessments are being done in this area.
Craig added that
the Ridgecrest office submitted a grant to the OHV commission for $583,000.
This includes station staffing, holiday law enforcement and EMT salaries.
Ed noted some changes Craig needs to make in the grant.
Ed said that the
OHV program budget sheet for the BLM is to show what the program is costing.
He has asked each resource area to do this sheet.
Ed noted that
California City is putting traffic counters in strategic areas to help prove
visitation estimates in their area. Craig
said lots of people camp near the prison and don’t need to go through the
Rands to go to Randsburg. In August and
September there will be meetings, and in October and November the actual voting
will be done by the commission. Paul asked if there
is any way that we could come with an itemized cost of what the SCA crew is
costing us. It would be good, when asked what we are spending on
restoration, to have an itemized list. It was noted that
the El Pasos are not included in this grant.
They should be added. Ed also said we
should include the Rademacher trails too.
Craig said they estimate about 6,000 miles of trails in the Ridgecrest
Field Office supervision. Craig
said in last year’s grant there is an overview of this. Ed asked where the
SCA is working at this time? Grazing
rights were discussed. Keith
Axelson said he is against grazing because it impacts all other wildlife.
Ed asked for report
of progress from the SCA crew. One
of the members thanked the Friends of Jawbone for their support, and especially
the staff at Jawbone for providing coffee and indoor plumbing.
They realize there is a staffing crisis and hope that we will support
future SCA crews. The crew
will be leaving in two days. Ed, on behalf of
Friends of Jawbone, thanked the crew and said he hopes they will better
understand the off-highway program. Ed asked them to
write an article and we will publish it in the Jawbone Newsletter and the CORVA
magazine. They will do this and give it to Craig Beck.
Paul KOber added
his thanks to the crew and said he hopes to see them back again. Craig said he has
not heard from Alex Young regarding the Jawbone expansion.
No report on the
steering commission meeting. Ed noted that Robin
is on vacation this week. Ed asked if there
are any smokers in the room. There
were none. Ed commended all of us.
There were 1,856
visitors. Sales for both PLIA and Friends of Jawbone were up sharply.
Ed noted that we must keep sales up because we are now responsible for
the cost of printing. The summer schedule
for the school outreach program was discussed.
Robin has scheduled an appearance at the Boron library for July.
The monies needed were discussed and Craig said he feels we are OK with
fund. Craig said maybe we
should ask Honda for a donation right now because the longer we sell tickets,
the more money we will make. Margaret
will work on the flyer. Dates will
be April 30 and May 1st. Ed
noted that the poker run needs to be pushed in the newsletter.
Ed said we must stress that to get a tee-shirt you must preregister. Ed instructed
Margaret to do a letter to Honda thanking them for the donation and ask for
another donation next year. Craig
said we need to have the donation by Thanksgiving and be selling tickets on our
busiest seasons. Ed noted we are on
line to get the quad and the rake, the rest rooms, and the fencing for the Rands
from RTP. This comes to more than $300,000. They did turn us down on the rails. They said they do not qualify for their grants.
Ed suggested we apply for two quads and two rakes this year. Red Rock State Park
management plan. We are still
working with them on the plan. Paul
Kober had brought up that we try to get the wash back.
It was closed eight years ago for a two year study.
Paul has contacted Craig Matson and will set up a meeting.
Ed asked if Paul can find out how much is private property along the
highway between Jawbone Station and Red Rock State Park. Craig noted that
the memorandum of understanding has been signed by Hector and needs to be signed
by the Friends of Jawbone and Mr. William Bishop.
It basically notes that Friends of Jawbone will put up a kiosk, maintain
the roads, and that the Bishop family will maintain the gravesite.
Ed noted that the gravesite is sinking and the concrete has split.
Paul noted that he has spoken to Mr. Bishop and if the family needs
something done, Friends will aid them in this.
Everyone was agreeable that the Friends should sign the memorandum.
Ed asked if Craig
is still working on the ban on burning wood with nails.
He said Bill is working on that.
Ed asked if they want a “sweet-smelling toilet” at Burro Schmidt
tunnel. Craig said he would ask Linn Gum. Ed said the fifth
map will be printed. Keith Axelson
has done a map and given it to Craig. Craig
will take it to Ridgecrest to ask for changes anyone might have.
Ed said we are down to six boxes of maps. Craig will give Ed a box of the third edition thereby
preserving the fourth edition to sell.
Ed asked the SCA crew to give us any changes they might want to see on
the map. Margaret said she
received a phone call stating that the PCT information on both sides doesn’t
match. West Mojave Plan.
Craig said he doesn’t think it is out yet. When it is out staff will be informed. Ed said they have a meeting with them on June 15th
at 2:00 p.m. at the CDD office in
Moreno Valley. Ed asked if there
will be a BBQ for the crew before they leave.
Craig said they had an event for them early in May.
Next meeting is
June 16th at 9:00 a.m. Future
meetings will be 7-21, 8-18, 9-15, 10-20, 11-17 and 12-15.
Ed noted we each
need to sign in on our volunteer form each time we come to the station.
Erica said she wished to thank the crew for their sincere efforts. Marcia Omo said
that Honda does have money for donations and doesn’t get enough requests.
