Meeting Minutes

Friends of Jawbone meeting 

6/16/04 9 a.m.

 

The meeting was called to order at 9:02 A.M. by President Ed Waldheim.  People in attendance introduced themselves.  People in attendance were:  Chris Horgan (Stewards of Sequoia), Paul Duke (KTM of Mojave),  Sue Bouche (Kern County Sheriff Department Search and Rescue), Paul Kober, Bill Mosier, and Dena Mosier (CORVA), James Welling (Supervisor Maben’s Office), Craig Peterson (Supervisor McQuiston’s Office), Ron Lewis and Craig Beck (BLM), Keith Axelson (Sageland Ranch), Robert and Erika Sosenik (Friends of Jawbone), Jack Craig (California City Police Department), Lee Walters, Francis Moore, and Jeff Dumas (Kern County Sheriff Department) and Margaret Harris and Robin Mallow (Jawbone Station staff).

 

A correction to the previous minutes was made in the last paragraph, first line of the second page.  The comments that were credited to James Welling concerning telephone calls were actually made by Craig Peterson. The sentence now reads:  “Craig Peterson said he has received three telephone calls….” James Welling moved to approve the minutes as corrected.  The motion was seconded and the vote passed.

 

TREASURER’S REPORT:  A detailed treasurer’s report was handed out and is attached to the official minutes in the Friends of Jawbone minute book.  It was noted that the Sperry Wash money is now out of the account and in a certificate of deposit.

 

Craig Beck announced that BLM will reimburse Friends of Jawbone for the trail snacks that were given out at Moose Anderson Days-just present him with the receipts.

 

It was announced that Keith Axelson is taking charge of the new map and the changes that need to be made.  A deadline of September 1 was decided to get changes to Keith. 

 

VICE PRESIDENT’S REPORT:  Paul Kober announced nothing to report.

 

Ed presented a $1500 bill for liability insurance.  Robin moved to pay the insurance bill.  The motion was seconded and the vote passed. 

 

It was announced that the Motorized Recreational Trails Program Grant application for the Ridgecrest Field Office BLM and the Kern County Sheriff was denied because Recreational Trails Program funds are prohibited from funding any type of law enforcement activities.  Next year’s grants need to be worked on now-the deadline is October 1, 2004.  Grant money has already been approved for restroom facilities in the area ($160,000) and corridor fencing in the Rands ($300,000).  These projects are being worked on.  Jim Welling announced that a grant for lights at Borax Bill Park is in the working stages.

 

Craig Peterson announced that the cutbacks are really hurting county government.  He also commented that a recent Supreme Court decision in Utah may really impact the management of public lands. 

It was announced that Ron Schiller and Supervisor McQuiston have been reappointed to the BLM Advisory Council.

 

Craig Peterson reported that the Board of Supervisors will be presented with a grant package in thirty days.  The grant package is in relation to Randsburg and routes in the area.  There was some discussion concerning riding in the Johannesburg/Randsburg area.

 

Francis Moore reported that he has been talking with Frasier Park about possibly establishing a riding area in that vicinity. A lot depends upon equipment grants for the project.  He has been busy training some regular deputies on quads and motorcycles and the Off Highway Vehicle rules and regulations.  He deployed deputies over Memorial Day weekend in the Jawbone-Dove Springs area, the Randsburg area, and for the first time, the Keyesville area.  Even though it was a new experience, it proved to be very successful.  He hopes to be able to deploy again for the 4th of July weekend.  There was some discussion concerning citations, warnings, arrests, and contacts in general.  Francis reported that arrests and citations are way up-they are enforcing the drinking and driving laws in relation to OHV use.  He reported a positive attitude from the public- the “glad you’re here” type of attitude.  His desire is to have more deployments with more deputies.

 

Jack Craig reported that the California City Police Department deployed its officers over Memorial Day weekend.  They approximated about 4,500 people in the area with a major concentration of people in the “Camp C” area.  They responded to 58 incidents and 3 people were air lifted out.  Jack reported a lot of firearm violations.  There is no discharging of firearms within the city limits.  There was some discussion about some of the problems California City is having.  Included it the discussion was the new Hyundai test track and the relocation of tortoises.

There is a problem with the fence they are building for the new habitat.  The fence is not very visible.

 

Ron Lewis announced that Memorial Day weekend was busier than expected.  Two of his rangers were deployed to the Bakersfield field Office.  He had two Rangers on patrol in the Jawbone-Dove Springs area on Friday and Saturday and three on patrol on Sunday.  Citations were issued for various reasons including riding double.  Ron also announced that BLM has contracted with the Sheriff’s Department for the use of the airship.  BLM pays for the maintenance and fuel and the Sheriff Department pays for the pilot and the observer.  There should be enough money in the grant to pay for twelve days of use.  The grant has been reworded to allow expanded patrol area.  BLM is planning on reopening part of the Rand area.  People have been moving some of the hay bales around in the Dove Springs area.  There was some discussion concerning how to stop people from moving and/or tearing down barricades that are put up for various reasons.  There is planning in the works to define the open areas with some fencing and signs and to define the camping areas.  Some discussion was aimed at the safety issue associated with fencing an area.  Ron commented that this season has been a very successful one with BLM and the sheriff Department working together.

 

Craig Beck reported that he has copies of the maps from Sequoia National Forest concerning their proposed routes in the Piutes. Public meetings on the Furnace Creek Road in the Fish Lake Valley area on June 24th and 26th.   A new interagency visitor center is being built in Lone Pine.  It will have a wall dedicated to information for this general area of the Mojave.

 

There was some discussion concerning the grant process.

 

It was announced that Alex Young is working on the design concept for the station expansion.  The American Disabilities Act is going to come into play.  There is already a long list of things that need to be worked on at the Station. 

 

 

 

STATION REPORT:  Robin reported that there were 1133 visitors to the station in May.  Sales are holding .  She also noted that PLIA sent a donation of $750.00 for the T-Shirts for Moose Anderson Days.It was decided to ask PLIA for an educational grant for our Outreach Program.

 

Ed asked us to start preparing the flyer for the Ninth Annual Moose Anderson days.  The possibility of double siding the flyer or producing two separate flyers (one for Saturday and one for Sunday) was brought up as a suggestion to make it easier to read.

 

It was mentioned that Mervyn’s also has educational grants available.

 

There was discussion concerning publicity.

 

We were reminded that door and raffle prizes can be collected now for Moose Anderson Days in April.  Start working now for a successful event.

 

The Action Log was discussed.

 

WEMO Plan-this plan is waiting on Fish and Wildlife Service.  When it finally does come out, there will be a 45 day comment period to study maps and make comments.

 

COMMENTS:

Our next meeting will be July 21.  Moose Anderson Days will be on April 30 and May 1, 2005.

CORVA-Dena expressed some safety concerns in general.  Some discussion was held.

Ed Waldheim announced that Paul Condon died recently.  There will be a memorial service on July 4th.

There was some discussion concerning the enclosed dumpsters.

There has been an influx of people coming to the Jawbone area to ride either for the first time, or returning after a hiatus of ten or twenty years.  There are many people coming from the Tulare and Fresno area.

Membership renewals are going nicely.

The Rudnick property purchase is still in limbo, slow progress is being made.  Rudnicks have been told that the purchase is 64,000 acres or nothing.

The property along Highway 14 east of Robber’s Roost is being auctioned off soon.  The property owners cannot keep up with the time and energy required to renovate the property.

It was decided that Paul Duke will represent Ed at the Steering Committee meetings when Ed cannot attend.

 

With no further business, the meeting was adjourned at 11:15 A.M..
