Meeting Minutes

Friends of Jawbone meeting 

11/19/03 9 a.m.

 

Ed Waldheim called the meeting to order at 9:03 a.m. with introductions of all those present. Full house as usual.

 

Members present:  Paul Kober (CORVA and Friends of Jawbone), Sue Bouche and Ed Lucio (Kern County Sheriff Department Search and Rescue), Ron Lewis (BLM Law Enforcement), Craig Beck, Loretta Pedersen, Linn Gum, Rob Enriquez, and Steve Smith (BLM), Fred Watkins (Friends of Jawbone), Eric Hurtado and Jack Craig (California City Police Dept.), James Welling (Supervisor Maben’s office), David Ayers (Burro Schmidt Tunnel), Stan and Jeanie Haye (BLM Steering Committee), Lee Walters and Francis Moore (Kern County Sheriff Office), Keith Axelson, (Sageland Ranch), Marcia Ono (Honda R&D), Don Bennett (Pacific Crest Trail Association), Tim Rowin (LADWP Aqueduct), Robin Mallow, John Mallow, Myrt Railey, Beth McClanahan, Margaret Harris, Erika and Robert Sosenik (Friends of Jawbone and Jawbone Staff).

 

(Ed Waldheim took minutes of the meeting until Margaret Harris arrived at 9:43 a.m.)

 

Ed went through correspondence and miscellaneous issues as follows:

 

Book Store:  We discussed the possibility of taking over the bookstore and will start looking into the feasibility with this and develop a plan to be presented to BLM Field Manager Hector Villalobos.  This will take some time to discuss and to make sure we have all the answers to our questions. Right now the return on the sale of books is negligible and we could use the income to off set staff or other educational programs.

 

Ed Waldheim talked about his tour with his Motorhome Club this past weekend. He and Linda took 21 folks to visit Boron, Trona, and Randsburg; the guests were spending money for tourism the entire 4-day weekend.  He pointed out that at the Pinnacles there is a need to clean the restroom.  It was in terrible shape. Steve Smith took note.

 

Ed asked Steve Smith about the Kiavah Wilderness fencing; Steve said it is on hold, because they have to figure out what equipment to use there. This is for the grazing folks who really need the fence.

 

Ed talked about the RTP Grants that are still in the process of being approved by the Federal Government. Once they are authorized, we need to put an acknowledgement of funds coming from the Federal Government by means of a plaque or decal.

Motion: It was moved by Stan and 2nd by Jeannie Hayes to authorized FOJ to get a plaque or decal for items bought with RTP Funds and place them on trailer, buildings etc, as we receive funds.  Motion passed

 

Ed brought up fact that Robin was not here right now because she is making school presentations on behalf of FOJ.  Ed asked Steve Smith that if he could go with Robin some time to these schools to see what we are doing.   We talked about the supplies that are needed and Loretta Peterson approved bills at the BLM office.   We discussed the need for additional supplies and Robin is asked to present the request for items to Craig Beck, Steve so that they can be processed or purchased for the School program. These are supply funds that come out the “Green Sticker” program.

 

Ed talked about the two grants that FOJ is preparing for the next grant cycle.

 

1st one is to the Kern County Board of Trade to have the 5th edition of maps printed.  Keith   asked if we are making changes answer is yes as we have them. Cost will be about $12,000

 

Motion was made by Paul Kober and 2nd Frances Moore to put in for grant from Board of Trade for reprint of 20,000 maps, the 5th printing    Motion passed by all

 

Frances talked about Randsburg, and to leave the speed at 25 mph.  She also talked about signs; overall concern is number of signs and appearance of town. They do not want it to look like an off road park.   They want to maintain the historic look of the town.  Re: Connecting between Johannesburg and Randsburg, we need to use route over water tank. 

 

Kober said it is hard to find correct way to get from the east to the area. 

 

Steve Smith said that Bill is the person that would be working on signings. 

 

Ed suggested that we set up a meeting with Lyn Gum and others to find out which route we should or should not use.

 

Ed asked about what Kiosk we can use for other areas, in order to give better information.  

 

Lyn Gum talked about the need to do proper design of trails that can or cannot be used, and also about maybe doing some fencing. 

 

Jeannie said that she noticed folks riding in town. Frances said, “We are working on this to come up with a solution on middle of the ground.”

 

Kober feels that R110 needs to be maintained, if it is not private property.  . 

Linn gum stated that the route R110 is on private property.

 

Frances Moore made the motion and a 2nd was made by Stan Hayes to put in for a grant from Kern County Parks and Recreation for supplies to build kiosk, get carsonite posts, and other signs to accomplish this job.   The possibility of adding a Kiosk for Burrow Schmidt mine was also included. Motion passed.

  

There was some discussion about the Randsburg area and the public vs. private roads in the area and who will maintain some of them when the mine closes down completely.  On suggestion was to have a kiosk program.  Francis Moore moved to apply for a grant from Kern County Parks and Recreation for some signing and a kiosk for the Rand area.  The motion was seconded and the vote passed. 

 

The announcement was made that Ed Waldheim has been appointed to the OHV Commission.  Governor Gray Davis made his appointment official on November 13, 2003.  The appointment ends Ed’s 13-year absence from the Commission.

 

Francis Moore announced that the Kern County Sheriff OHV Team would now be located in Inyokern instead of the Rosamond area.  At times the team may have to deploy to western Kern County (Taft area).

 

Information on the 2004 grants was handed out and discussed.  Spangler Hills was discussed as to how to access the area from the Ridgecrest side. 

 

Steve Smith introduced Don Bennett from the Pacific Crest Trail Association.

 

The draft form of the Josie Bishop flyer was handed out.  The question arose as to the MOU on the Josie bishop area.  Dave Moore is working on it.

 

Jawbone wash has been signed and the area has been scraped.

 

January sound testing is being planned for this area.

 

Eric Hurtado announced that they did some sound testing at Borax Bill Park and people were quite wary of the test.  They were afraid that they would get a ticket if their equipment did not pass the sound check.  Some discussion followed.

 

Eric expressed the desire to have an information kiosk at Borax Bill Park.

 

A suggestion was made to create an information flyer for the Randsburg area and stress the need to keep the noise level down and to keep the motorcycles to she shoulder area.

 

California City is looking into the idea of starting a junior riding program.  Information on this type of program should be available from the California Police Activity League (CAPALS).

 

It was announced that there were seven (7) small motorcycles stolen from the Dove Springs area over the November 9 & 10th weekend. 

 

Ron Lewis announced that this holiday weekend all rangers would be on duty and working 12-hour shifts.  Two of the Rangers will be headed to Glamis and the dog team will be going to Dumont Dunes.  Extra and or replacement signing will be done in this area previous to Thanksgiving weekend.  The helicopter surveillance went well and is much more affordable the way it is working now.  

 

Francis Moore announced that he is working to get the grant balances down to zero.

 

The minutes of the previous meeting were approved as distributed.

 

In the absence of the treasurer, Ed announced a balance of $54,973 in the account with the Sperry Wash grant money still there. 

 

Stan and Jeanie Haye announced that from the steering committee point of view there are two very hot topics-the Furnace Creek closure and the Surprise Canyon closure.

 

Robin Mallow reported that the Outreach program is doing very well.  Schools are calling Jawbone to request the program.  Ed requested summary reports showing the number of schools visited, the number of children in attendance, and the number of days the program has used. Erika Sosenik presented the Jawbone Station report showing 840 visitors for the month of October.  Robert Sosenik displayed the grabber for picking up trash.  Craig will look into purchasing up to 30 more of the grabbers for Moose Anderson Days.  The subject of extra hours and extra staff for the Thanksgiving weekend were discussed.  Extra hours and extra staff were approved.

 

David Ayers brought up the fact that many motorcyclists are very adamant about the Burro Schmidt Tunnel site and not wanting any changes to take place there.  David is leaving the area in order to make a living.  Linn suggested giving his BLM telephone number to people who are concerned about what is going to happen to the site so he can explain the situation to them.  Linn did explain that the original cabin and Tonie’s addition will be maintained.  Some of the other items do not meet the criteria for public lands and some of it is unsafe.  Maturango Museum is working with BLM.  There are plans to have the area all cleaned up by March 1, 2004.  There are no funds for paying a caretaker.  There was some discussion about a MOU with Maturango Museum and the caretaker at Bickel Camp.  Friends of Jawbone offered to help if they can.  Details need to be worked out as to liability, etc.

 

Stan Haye thanked Linn for working so hard on the Burro Schmidt Tunnel site and for coming to the meeting. 

 

Don Bennett announced that he will be working closely with Dave Moore on the Pacific Crest Trail.

 

Robin presented Ed Waldheim with a moose for his desk at the OHV Commission.  Robin then presented certificates of appreciation and a small moose to Myrt Railey, Robert and Erika Soesnik, and Margaret Harris.

 

Everyone attending the meeting contributed to the Thanksgiving meal, but special thanks go to Myrt Railey for cooking the turkey and dressing.   

 

During our meeting, the parking lot was being resurfaced, so we have to thank Craig Beck and Randy Masner in getting this done and today Rob Enriquez of BLM who oversaw it.

 

With no further business, the meeting was adjourned at 11:47 A.M.
