Meeting Minutes

Friends of Jawbone meeting 

12/17/03 9 a.m.

 

The meeting was called to order at 0904 by Paul Kober, Vice President.  Ed Waldheim is in Texas. 

 

Paul noted today is the anniversary of the first controlled flight.

 

Members present introduced themselves. 

 

Minutes of the last meeting were accepted as written.

 

Vice President’s report:  Paul has had several calls and e.mails asking questions about Burro Scmidt’s tunnel.  We can, at this time, only tell them that the story is “to be continued.”   Paul said he tries to stay positive and hopes that things will work out for the best.

 

James Welling reported for the city and county.  He said everyone knows the DMV fee reversal is causing shortages everywhere.  Hopefully, things will get smoothed out.  He noted Mojave had their space ship up in the air this morning and it touched down too hard, so it is back to the drawing board.  The pilot was uninjured.

 

California City police gave Paul a check for the first box of maps sold.  They reported that at Thanksgiving they had 46 calls – 19 traffic accidents, one arrest, two mine rescues.  They plan to go back out the day after Christmas through Sunday and start again New Year’s eve through Sunday.  The arrest was for intoxication.   Paul Kober noted he was in Randsburg and spoke to the owner of the General Store who said every merchant in town broke records for sales.  He was very pleased with the law enforcement and the riders in town.  Francis Moore added that the numbers far outnumbered what they expected and there were in excess of 2000 bikes in town.  They had a few problems with people not obeying rules and they were cited.  One person was chased down by the helicopter.  There were a few felony arrests, several misdemeanors.  The mine rescue was a cooperative effort between the various agencies.  Ron Lewis said that last Thanksgiving another person fell down the same shaft.  Ron said BLM is trying to contact the owner to do something about the shaft.   The 12 year old who fell this year was not injured except for scratches and bruises.  Francis said the cooperation was phenomenal between the agencies.  He said this was one of the most cooperative joint efforts he has seen.   He said riders were very cooperative, accepted why the officers were there, and complied.  He said the target on these heavy weekends will be crowd control.  They put out sawhorses with 25 mph signs on each end of the streets and that seemed to work well.  Paul Kober said he has talked to Mike at the General Store about putting a flyer in the businesses to educate riders about rules and regulations.  Francis said they have a suggestion box and are taking suggestions from riders.  James Welling added they should make maps showing routes in and out of Randsburg.  Ron Lewis said they will talk to the judge about getting their regulations included under the civilian law.  Ron said that when defendants get into court the judge gets them to plead guilty to just one count and they are excused from the others. 

 

Francis Moore introduced Jeff Dumas who is a mechanic with his department.  He will be on the OHV team and when folks can’t get in touch with Francis they should contact Jeff.  Francis said they will deploy the day before New Years through the weekend.  Paul asked Francis to let us know when he has meetings with the merchants.  Francis said he met last week with some of them and they are very pleased with the turnout and sales.   Paul asked if any studies are being done to show what OHV is bringing to the county monetarily.  Francis said in the minutes of the Board Meeting he noted that there is a positive impact.  He does not have actual numbers.  Paul said he spoke in Ca. City and they asked about the impact of OHV on their community.  He said he hoped Mr. Stewart was there to see the effects of Ridgecrest’s grand prix.  Ridgecrest grand prix was put on by the city in cooperation with the OHV groups.  California city needs to look into having one.  Lou Peralta is asking the city to encourage five events he wants to put on during the year.  These will be on private property, not BLM land.

 

Ron Lewis said they had 105 citations, and one arrest.  Ron said they will have several guys out after Christmas, but will have full deployment over New Years.  They will set up a checkpoint in Jawbone Canyon.  One day they will be in Dove Springs, and then move over to the Rands.   The helicopter is in limbo at this time because of funding cuts.  Ron still has money for the helicopter if he needs to rent it.  Francis Moore said they might be able to assume some of the cost.  Ron said he hopes they can keep the helicopter.  Ron said most of the citations were for unlicensed vehicles.  Paul said at a recent show they had cards for noise and for registration.  Most of the people said they didn’t need to register their vehicles.  Paul asked what would happen if their bikes are stolen.  Ron said the compliance in the Rands has improved tremendously since last year.  Ron added they issued eight citations for people being in the closure.  Ron said Friday night in Dove Springs he felt like he was in Glamis.  He said about 800 people were watching the hill climbs.

 

BLM report:  Paul thanked Craig Beck and complimented the looks of the repaved parking lot.  He asked about the grant for the SSTs in the area.  Craig said he has submitted all paperwork to Clark Woy so Paul needs to call Clark for information. 

Paul explained the grant request.  Craig said the trail maintenance crew is continuing on signing and fencing.  Craig went to the OHV commission meeting last week.  Ridgecrest received $30,000 for design and engineering of Jawbone station, and $313,000 for services including law enforcement.  Craig said he is no longer funded out of OHV funds.  Craig said we are going to be tightening our belts because we don’t have as much money.  Craig said that, at the OHV meeting, he saw a letter received by Ed Waldheim regarding Margaret Harris remaining after hours to help people who were stranded.  She was complimented for her efforts. 

 

Paul said that on a ride two weeks ago they rode out EP 15 and crossed the road at Highway 395 and they found many carsonites with no numbers on them.  We need to put a destination or numbers on these signs.   Craig said they didn’t put numbers on them because those routes are involved in the litigation.   Paul said to put designations on them.  Craig said he hates to spend the money with funding as short as it is.  Craig said we have to wait until the West Mojave plan is finalized. 

 

Paul asked Sue Bouche is she had anything to report.  Paul asked if they were involved on the mine search.  She said they were not.  Sue said there is only one team qualified to go into mine shafts.  Other teams are not to go into mines.  They should call Indian Wells Mining Rescue. 

 

Paul asked if anyone attended the steering committee.  No one was present to make a report. 

 

Jawbone Station report:  Erika said they had many, many visitors, with sometimes 30 or more people in the station.  Robin was absent so figures were not available. 

 

Moose Anderson Days:  Paul said it approaching fast, and will be held on April 24-25.  Paul said if people want their logo on the shirts, this will cost $100.00.   If people want to have a display, they are encouraged to do so.  Anything else the county would like to do we will make room for them.  Paul will talk to the store and see if they want to do something in this.   Margaret said the flyer is included in the current newsletter.  Paul asked people to preregister and provided flyers for them to do so.

 

Marcie from Honda said they will donate a generator.  Robin should get in touch with Marcie regarding this.  We should order tickets this week.  Myrtle will do this.

 

Paul discussed the Action Log.   Paul asked if anything has been done about woodburning.  Craig said they did a survey of staff and got many comments.  They will review the staff comments and see what people feel are the problems and determine solutions.  The MOU is being worked on for the Josie Bishop claim.  Paul said the Friends, BLM and the Bishop family will all be involved in this.   Paul asked if Francis Moore has any information on the DWP markings along the aqueduct.  Francis said he will check on that.  Craig said there are already mileage markers on it.  Francis Moore said we want to mark checkpoints to put on the map. 

 

Old Business:   Paul said the West Mojave Plan should be out in March or April.  Craig said to get up to date information, contact the people in charge of the plan.

 

New Business:   Craig said tentatively they are putting together a press release.  On Jan.24th Craig and others will be done a courtesy sound check for exhaust levels here at Jawbone Station.  That will be just a check, and no citations will be given.

Sue Bouche asked if we could put up something to note this. 

 

Ron Lewis has a new Explorer Post including six kids and several adult volunteers who will hopefully be out on Presidents’ Day.

 

Craig said he has touched on the grants, and we will know in the future what we will get.  Paul said he doesn’t anticipate much change with the new administration.  Paul said in the CORVA newsletter Ed lays out the information regarding each segment of the grants. 

 

Keith Axelson asked about the status of the Onyx Ranch sale.  Paul said the issue is still pending.  There was a conference between the parties, but nothing has been finalized yet.  Keith asked if there is a list of parties involved. 

 

Paul asked Don Bennett about the Pacific Crest Trail.  Don said he is still upset with one biker who insists on riding on the trail.   Trail maintenance is going well.  Paul asked if their volunteers would want to be involved in Moose Anderson Day.  Don said he is hoping some of them will. 

 

Paul asked David Ayers about the tunnel.  David said he is taking care of the tunnel.  He said over Thanksgiving they had more than 900 people visit the tunnel.  He said everyone is concerned that BLM will not keep the tunnel and camp as Toni left it.  One thing he is also concerned about is that some of the stuff the cultural team will have cleared out.  He would like to talk to them about clearing the old stuff.  He said he got the impression they don’t know what some of the things are.  He is afraid they will throw away some old trash that is actually valuable.  Craig Beck suggested that he contact Linn Gum in Ridgecrest.  He said a lot of people are also concerned about the Bickel Camp.  He said someone heard the BLM is going to bulldoze this.  Paul said it is part of the Adopt A Cabin and Bonanza Trail and obviously will be preserved.  David Ayers said he is the current claim holder and will continue to work the claim.

 

The new SWECO operator introduced himself and was complimented on his work.

 

California City Police reported they have a meeting next week and will report next week on the CalPals.

 

Keith Axelson asked for more signs along Jawbone Road past the open area to be replaced to block the old trails.  Randy said they are working on that today.

 

Sue Bouche said she heard a rumor that she is doing food again for Moose Anderson.  Paul asked if she is willing.  She is.  So, she will do the food next year.

 

Mr. Ayers asked if Friends of Jawbone want to plan to run the tunnel.  Paul said we have no funds to do so.

 

Erika Sosenik said many people compliment us on the good condition of the trails.  Bob Sosenik said we need light bulbs, etc.  Craig said they need to order directly from BLM and he will discuss this with them after the meeting.
