Meeting Minutes

Friends of Jawbone meeting 

8/20/03 9 a.m.

 

Ed Waldheim, called the meeting to order at 9 a.m.   Members and guests introduced themselves.   Minutes were accepted as approved.

 

Rick Fisher was unable to be here today, but is finalizing to find out how much money we got from the different grants.   We have about $40,000 in the savings account.  We have to send $38,000 to Barstow for the Sperry Wash.   The new Jawbone map has been completed and printed.  Signs have been purchased.  We don’t have anything outstanding  at this time. 

 

Steve Smith asked how much the maps cost.  Ed explained the costs, and said the grant came from the Kern County Board of Trade.   Ed said we will exchange new for old if anyone still has any.   The maps will sell to wholesalers for $1.00 and to the public for $2.00. 

 

Rick Fisher has filed the sales tax forms with the Board of Equalization. 

 

Ed has been in communication with CalTrans who possibly will use Garlock Road as a shortcut to Death Valley.  Ed is opposed to this because of the many dangerous curves on the Garlock road.

 

Ed explained the plans for possible expansion of the station.   Ed said that BLM wants to go with a separate operations building across the street.  Ed hopes to still expand the present building to include a larger visitor area.

 

Ed said we have had a setback on the post office.  Honda donated almost $3,500 to purchase the current boxes.  We thought it was legal, but Judy Cardenas from the postal services called and explained that the post office is responsible for box assignments.  Judy has to get together with the postmaster and see if we can continue to use these boxes until the building addition is complete.   So we will see what happens.

 

Ed received a report from the city of California City on the proposed motocross track.  Ed sent a letter on behalf of the Friends of Jawbone and CORVA in support of this.  Ed wanted to thank Hector Villalobos for also sending a letter of support.  Ed said the motocross track would be beneficial to the community.  Ed suggested to the Honda representative that she should send a letter in support also. Others were encouraged to send letters.

 

Paul asked about the Lou Peralta Grand Prix.  Ed said there is a District 37 Grand Prix at the Ridgecrest fairgrounds. 

 

Paul Kober complimented BLM on the good condition of the trails and the signs are in place.  Paul also reported on the show that CORVA attended in Anaheim.   Paul said people are excited about the “no wood with nails” in the resource area.  Ed told Steve Smith he should add this regulation to the local resource area.   Steve asked if we have a problem with this in the local areas.   Ed said “yes”, and Rick Price noted they have had flat tires on their ATVs. 

 

 Lee Walters of Kern County Sheriff’s Dept. discussed the upcoming Grand Prix to be held in Ridgecrest.  Ed asked about how they will handle the pavement portion.  Lee said he didn’t know exactly how, but that Ed could contact the Ridgecrest office for information.   Ed asked about enforcement.  Lee said they are trying to get ATVs to use for patrol.  Ed and he discussed the road  through Randsburg and the need to make this a dual purpose road.  Ed said we need to have a volunteer in place to tell the rules to the riders.  Paul Kober said he felt Ridgecrest could help the Friends of Jawbone with signing east of Highway 395 and into town.  Rick Price said people in Randsburg are complaining about the noise in town.   Ed explained again the noise regulation and suggested the deputies carry the cards in their car to hand out to riders.  Ed asked Don Maben what we can do to make it a legal road and suggested Don work on this.

 

Rick Price said his unit has been asked to stay out of Randsburg.  Lee Walters said that people zip into town and commit violations.  Sgt. Moore is working on having a heavier patrol in the area.  If they come into town and behave they are left alone, but if they cause a problem the people see the patrolmen not enforcing the laws and call in to report this.

Ed said we agree loud mufflers, and “crazies” should not be allowed.  Rick Price said that when you drive through Randsburg it is filled with dirt bikes which are not legal on the streets.   Ed said the complaints come from a few who have always been anti-bikes, and if they prevail the town will go under (with the mine closing.}   Ed said we now have gasoline in Johannesburg and a bar in Red Mtn. and dirt bikes can’t legally get to these.  Rick Price said this is in Sgt. Moore’s jurisdiction.  Ed suggested we may need another meeting with Sgt. Moore and the Randsburg citizens.  Ed Walters said that Sgt. Moore is meeting with the citizens, but he hopes to get ATVs to enforce the rules in town.

Rick Price said the most contacts are on the weekend.  He said they are in town, talking to them at the White House, etc.  He said they have very little contact on the trails.

 

Rick Price reported he has cut a deal with the Kern County air unit and we will have three-day weekend coverage with a helicopter.  Rick needs to get with BLM to help finance the operation.   BLM has money to hire a helicopter, but maybe the money could be used for fuel for the existing helicopter.  Rick said the first couple of flights he needs someone to accompany the helicopter crew who is very familiar with the terrain and the trails.  Ed asked where they would patrol.   Rick said they can patrol anywhere.  Ed said this would help with reopening of the Rands.   Rick reiterated that it would not be every weekend, but all major holidays would be covered.  

 

Rick explained how they patrol in Randsburg on weekends.  Ed said he was there the last major holiday and the street was “wall to wall people” just standing there talking.

 

Dick Taylor and Ed will meet with the sheriff about where the sheriffs can get money to finance their operations.   Ed suggested that Lee Walters and Sgt. Moore attend the meeting on Sept. 15th at 10:00 a.m. 

Ed discussed the grants and the amounts funded.  Nobody gets money for equipment.  Ed said that staff discussed the sheriff’s funding and tentatively agreed on $165,000.   Rick Price said that citations for green sticker violations have dropped off as people are more in compliance, so they are shifting away from sticker violations, and will concentrate more on noise, registration, etc.  Ed noted that BLM intrusions are the main interest of Paul Spitler.  He asked Steve Smith if there are intrusions.   Steve said there are, and Ed said the helicopter could help with this.  

 

Rick Price and Ed Waldheim discussed the grant funding.  Ed said his agenda is to support what the sheriffs want.  Rick said it was brought out by Rick Taylor how Ed could help get them funding.  Ed said we could possibly get grants in to RTP but these need to be put in by October 1st. 

 

Eric Hurtado  of California City police dept. said they will set up at Borax Bill Park, and they still want to install bathrooms and picnic tables.  Ed asked if he would interact with Rick when they get the helicopter up.  Eric agreed he would.   Bob Slade said they are still getting requests from other counties for training. 

 

Ed Lucio said there was nothing to report on the Kern County volunteers.

 

Joel Martinez of CHP said he is agreeable with interfacing with the sheriffs department.  They patrol most of the area on the Friends of Jawbone map.   They have four officers out  at any given time, and usually two of those are in Ridgecrest.   Ed asked what we can help with.    Joel said we need to do more about people drinking and driving off-road.

There is a new pamphlet about off-road drunk driving.  Ed asked them to give Robin some of these to hand out.  Rick said we need to ask BLM to increase the size of the regulation signs along Jawbone road.  They are too small and people miss them.

Ed asked Steve Smith to work on increasing sign size on the paved roads. 

 

Don Maben congratulated the Friends and CORVA for getting ten million dollars.   Ed Waldheim said the credit is due to Paul Spitler and Dave Widell.  This is to purchase 20,000 acres of private property in the Jawbone open area, and the other $45,000 will go to the various agencies.  Paul Spitler wants to be sure we don’t add trails, and that we will protect the riparian areas.  Ed has sent Paul a copy of our map showing these.  Ed thanked Don for his support. 

 

Ed also noted the new green sticker routes completed to Boron.

 

Don Maben also noted that Scott Spencer’s application has been approved to put gasoline in and sell it at Jawbone store.

 

Ed said that we need to put up a sign near the station leading off-roaders off Jawbone Road and down to the wash.  Rick Price said they need  also to keep people off the shoulder of Hiway 14 going to the Jawbone store.

 

Ed attended a hearing on the California desert management plan, and complimented several dignitaries on their actions on our behalf.  At the meeting, a representative of the film industry wants the fees paid to BLM for filming to stay in the immediate area. 

 

The representative from the Wind Turbine project said they are working with the military and the county.  Their turbines are in the flight paths of the military planes.  He said they had submitted plans, and that the military and county are in the process of granting clearance to the turbine company.   He said they will put up a bond for the road, and take videos before and after, and repair any damage. 

 

Marcia Omo reported on Honda.  She said that Honda might be able to provide manpower to help us maintain our parking lot, keeping the sand off, etc.  Ed suggested they could help maintain the weeds also.  Marcia said they could do this.  She said they will also grade the road out to Desert Spring next to the Pappas property.   She also discussed at length the post office situation.  Paul Kober said that as vice president he wants to thank Honda for all the support they have given us. 

 

Myrtle Railey brought up the fact that we need to ask for a donation for next Moose Anderson days from Honda.   Ed said he thought the letter has been sent.  If not, Myrtle will do this.

 

Steve Smith reported on trail maintenance.  He said Cactus Flat road washed out and they took the dozer up there to repair it.  They also used it on Cerro Gordo road.   He said they are pushing the field presence.  BLM is looking for caretakers for Burro Schmidt tunnel and Bickel complex.  Steve said they now have 36 Adopt-a-Cabin sites.   Under the current West Mojave plan, the competition trails outside the Spangler open area, have been closed to competition, but are still open for casual riding.  People who would support having races on those should send letters of support for this to the West Mojave Plan committee.

 

David Moore said the SWECO crew has been working in the Rands, and are moving over to Jawbone Canyon.  They will run the whole wash all the way up to the station.  They have rented a Gannon box, a large piece of machinery, to accomplish this.  Next week they will hit the bowl in Dove Springs.  They just finished their GIS/GPS training and want to finish GPSing the area. 

 

Ed discussed the grant funding for Ridgecrest.  He again noted no one got equipment grants.  He noted the figures for the Ridgecrest on the other grants.  Ed will help keep these figures in the final grant.  

 

Steve Smith noted that Barstow is charging fees.  Ed emphasized that Barstow will not be charging fees.  The grants will cover the work that is needed, and Mike Poole has promised that no fees will be charged in Barstow.  Steve asked about the $30,000 and Ed said it is between Steve and Alex Young to decide what to do with that.  

 

Ed explained we have no source of income and we have been giving away food and

t-shirts and we need a better source of income.  Robin is working on next year’s budget.  PLIA has offered up to $700 toward the cost of the t-shirts and they will contact the local grocery stores for food.  Margaret Harris noted that she is working out a deal to have a cotton candy and popcorn machine, and hopes to have a slide show and games for the children after the cleanup.    Ed said that BLM is in charge of cleanup.   Linn Gum has said that maybe we could clean up Burro Schmidt’s tunnel area.   Paul wants to be involved in this.  Gary Armstrong will bring his dirt buggy and give rides to the public for a donation to the Friends of Jawbone.   Robin also said that, at the event, they will ask everyone to not only join, but to ask a friend to join.  

 

Ed noted that Rick Price needs to get him information for the next RTP grant.   Ed also said we have gotten the $300,000 to fence R-5 and R-50 and that Steve Smith needs to use some of this for the fencing he failed to get approved in the budget.   Some of this will be used for the rest rooms to be installed in the Ridgecrest resource area.  Ed wants Steve to help him come up with some type of system under which we can open up the west portion of the Rands. 

 

The new owners of Robbers Roost said they are hoping to establish an RV park on their property.  They hope to get the buildings functional again.  Ed suggested they talk to the supervisor about this. 

 

Ed said there is nothing out of Sacramento yet about Red Rock State Park management.  Ed is still negotiating with them on this.

 

Bill Bishop said Myrtle is working on a flyer for Josie Bishop’s claim.  Bill and David Moore will walk the property today. 

 

Paul Kober said it is not possible to denote locations along the aqueduct since Sept. 11, 2003 and that the numbers have been whited out.  Ed noted that they will be repainted.  Rick Price said there are markers north of Jawbone road, but they are different (and confusing) to the south of it. 

 

Ed asked Steve where we stand with the sealing of the parking lot.  Steve said Craig is working on it.

 

The next meeting will be September 17, 2003, at 9:00 a.m.
